This may be due to what Aresty describes as a succession of “dull” monarchies—neither Anne nor George I was particularly interested in fashionable pursuits—or it may be that after the 1670s, the royal court lost influence to towns, especially London, because of the increase in urban populations and influx of strangers coming to do trade (Aresty 1970: 130; Staves 1989: 120). Urban improvements tended to have a wide effect even beyond the city limits. In addition to the swelling ranks of the urban middle class, who were avid competitors in material display, their more public entertainments also spread the mannerly ideal.

Changes in ideals of behaviour thus reflected, as always, a shift of economic power in society and the revolution in thought which that shift brought about” (Wildeblood and Brinson 1965: 33–34). Changes in manners appear when tremendous social changes, particularly political or economic, occur.
