Shifting one’s time frame from the present to the future, and back again, is a strategic skill that can be learned and reinforced with experience. The strategic mind copes with change; it shifts rapidly from problem to remedial action. It strives to make a difference. Strategic planners and managers must understand that strategic planning is integral to the practice of management for improved performance results rather than feel it is an isolated end in itself.
Fast response also tends to undermine reflective deliberation and sound, future-oriented decisions. Fast response can weaken the capability for depth analysis that strikes at root causes and reinvents core assumptions, which is so vital in complex situations of rapid directional, policy, and program change. Strategic process has learned the necessity for but has not always achieved the discipline to be selective and incremental and to be pilotminded rather than completely comprehensive in its application.
